The emulator would be MAME. You can download the windows interface MAME 32 from RN:

The actual games used are called ROMs, and can be found on RN as well:

Once you open and install MAME32, place the ZIPPED game rom into the roms folder within the mame folder. Review the stickies in the support and arcade forums if you are having trouble getting started. If you still have problems feel free to ask.
