Ok so here it goes

You play some small guy that looks like uum.. some sort of buddhist and he throws baloons which hit the enemies. the baloons are really big and they can change colors if you pick power ups.

that's all I can recall for now.

Huh. This is sure a popular game, this is about the third time I've answered this one (if I'm correct, anyway).
