First you need 2 kinds of software, an image editor and a gif construction set.

Then you utilize the snapshot function of your favorite emulator to take an ass ton of pictures of your favorite game character doing something.

Use the image editor to remove the background.

Use the gif construction set to make an animated gif out of your edited images.

You get them to move with the gif constructor. I made a sprite in an hour the first time a tried. It's not that hard. Go pirate the software I mentioned. Any version/brand, it doesn't matter, and start learning how to use it.
