You are talking about using it in MAME right? Click Options, then click Default Game Options----> Controllers, and there will be a box marked 'enable joystick input.' Check this box.
Once in MAME press tab to bring up the game config and set your controller that way. You set the x and y axis of the joypad and it will know what "in between" is to do a hadoken.
I am guess you are using some sort of software to map the joypad buttons to the keyboard and that is why its not working.

I have one issue
I am a just a little confused with which files you should extract and which you should leave unextracted. I read the guide, but I am still a little unsure...
I have all the necessary files (sfiii3.zip, 33s000.chd, and sf33usa.bin)
I also have the ZIP for the Japan Bios.
I am using MAME 32. I see the "Roms" folder, and now I am kind of confused on what I should put into there. What should I extract, what should I drag into it, etc etc. Should I make a folder called 3rd strike in the Roms file, and just throw everything in there?

Its cool, this particular ROM is tricky so don't feel bad if you are confused! Normally you just leave the ROMs zipped and thats it.
OK, first off. When all is said and done, you need the SFiii3.zip to be zipped in your ROM folder. However, you also need those other files unzipped and placed inside it. Confused? Good. LOL
You have two options.
OPTION 1) Unzip the sf33usa.bin and the .chd file and drag and drop them to the ZIPPED sfiii3.zip file to add them. Add sfiii3.zip to your roms folder and you are all set. If this doesn't work try option 2
OPTION 2) Use a program like winrar (which can be found for free using google) and unzip sfiii3 into a folder named sfiii3. (it will probably say "extract to folder" and will do it for you). Then, unzip sf33usa.bin and copy it into the sfiii3 folder. Then do the same for the .chd. Unzip it and cut and paste it into the sfiii3 folder. Now zip the folder, and make sure its called sfiii3.zip. Add it to your roms folder and you are all set.
If you get this work, make sure you delete any duplicates of the .chd file to save space on your hard drive. i.e. if you unzip it and add it to sfiii3.zip, you won't need the original zipped .chd.
Let me know if this works.
EDIT: Also, unless you want to play online, there is a better and easier emulator for playing this:

It seems like it doesn't even recognize it for some reason.
So basically, I have a "Zipped" folder which contains the sfiii.zip, and the .bin and .chd file that i added to the zip.
It is in my Roms folder (MAME - Roms - sfiii3.zip)
I also tried this (MAME - Roms - sfiii3 - sfiii3.zip)
Still no luck! Maybe it has to do with something else. Lets see...
When I open MAME, I go to (Options - Directory - Browse - MAME - Roms). Is that the right place?
I also click on Available, then press F5 to refresh for new games. Still shows nothing (0 games).
Am I doing everything correctly?

Seems like I needed Mame 119 plus plus!
I finally figured it out! Woo hoo! Thanks a bunch for your help.
Now I have one more problem, but its very minor.
A friend of mine made me a PS --> PC converter about 7 years ago, but instead of connecting to via USB, it connects via that big rectangle thing that usually printers go into it.
So when I go to default settings and try to enable the joystick, it wont even let me click it. It is completely grayed out.
I figure I need to buy one from Radio Shack or something.
I even tried to install a joystick through control panel, but still no luck!
But the main problem is over. Thanks!

hmm...not sure if MAME will recognize a joy connection like that. You did click "enable joystick" within the MAME32 default game options right?

The option is there, yeah, but it is grayed out, so I cannot even click it!
Also, there is some minor lag (even when I am not playing on the internet).
Still figuring things out...

Its usually grayed out when a joypad is not plugged in, so I am afraid you ar gonna have to get a USB one. Like you said, they are cheap at Radio Shack.

I have a problem with SFIII3, when i start it with "MAME_v0.117 Plus! Plus!" and i open the game SFIII3, I set it to 320x240, so when i clik to start the game all there is is a black screen and it stays like that...It looks like this.

Is there ANY possible way of fixing this?

Like I said the Parallel Cables, are too old for the New PC's

yeah get th USB, the PARALLEL CABLES, they don't work like that in recent time with these new video games, and PC's, so yeah buy a USB their really cheap, I recommend this one

(Getting off topic)
It's logitech's Rumble Pad 2, it's good for the emulation games, especially SF games, (my opinion) they start around $13.00-$20.00 at Wal-Mart
Like I said the Parallel Cables, are too old for the New PC's

To Malek. It was my bad, i had the US romset. I have re-downloaded the Japanese no cd romset and it works fine in Mame32 plus plus 0.119 but if i want to play via the kaillera server, the game isn`t recognised. Do i need different version of Mame? Pls, could you do me last favour? If you know which Mame32 version works via kaillera, could you share the link?
PS: I googled few hours, i am not so good with googling :-)

Street Fighter III 3rd Strike: Fight for the Future (Japan, 990512, NO CD).
hm, the game works fine in offline mode....it should do online aswell without changing any settings / datas. i use .0117 because it´s the most common version on the kalleira servers i play on but i tested .0118 and .0119 aswell.
sometimes (very rarely) i have the same error msg "rom not available on ur pc", that mostly happens after i played a game on .0118, then 32k, 0.117 and so on. reloading mame will fix that for me in all cases. never had the problem that i started mame, SF3:3s in singleplayer, left game, started kalleira and then...worked. always.
what i would do is to check the rom directory. do u have the same rom directory for all mame versions?
english isn´t my native language, so if something isn´t clear to you, just ask again :o
