Ok guys first lets start off by giving you the link where they UPDATED their emus at all times http://ddememame.hp.infoseek.co.jp/ that is where the most popular online netplay used emu is found , go to the bottom page and CURRENTly the latest is 0.119!
For WEST COAST or East Coast (donno) here is the popular used version of mame (some reason most stable )

Hey guys i've noticed that in the past few months everybodys had a craze for cps3 and now Mame has allowed cps3 to be played on netplay. I have a feeling a lot of you are still looking for those files but i managed to find them and im going to post an easy tut for the Nebula test emulator( Runs fine barely any color issues, but no netplay) and Mame ( game play is normal big color problems with netplay)
I'll begin with the easy one the Nebula emulator (for those of you who just want to play the game with great quality).

You can download the rom here for Nebula + Mame (its the same)

Keep the rom zipped and leave it in your documents but dont move it inside the Cps3 folder. Go inside your CPS3 emulator file and you should see this file
*Emulator-Configuration files*
open it and you will see that it shows you a bunch of stuff all you have to do to that file is ONE THING. See where it says ;Dir1=c:\cps3\roms
Take out the ; so it looks like Dir1=c:\cps3\roms without the ;. It was kinda confusing reading it from that configuration file but yea, REMOVE THE ; <--SYMBOL so its just Dir1=c:\cps3\roms. GOod now make the directory for your rom. The directory will be local disk/cps3/roms so make a folder cps3 in your local disk and then a Roms folder inside the cps3 file and put Sfiii3 IN THERE. Now for the easiest part . Go back to your Nebula cps3 emulator folder and open up Emulator. The emulator now has a rom directory with the game in it. Simply double click the game and run it. Set your controls on Game-Configure Controls and your set.
F.A.Q
Q:I put my rom in localdisk/cps3/rom but my emulator doesn't detect it!
A: Go to your configuration file in the emulator folder and remove the ; from Dir1=c:\cps3\roms.

When your game starts on NEBULA if you find it laggy press the - or + key to bring the frameskip to 0. My friends computer is automaticly at auto frame skip and it is laggy shit. SO thats how to move it to 0 frame skip.
This is for the NEbula emulator now im going to skip ahead and go to the Mame emulator so you can play ONLINe with street fighter 3.
MAME VERSION TUTORIAL
Get the rom first

Remember to get the correct Mame version (with netplay support)
Links are at the top of the page, the mame comes without kailleraclient.dll so you have to manually put it in yourself.
Move your sfiii3 rom into the extracted Mame ROM folder and next download the 33s000.chd file from the following link

Remember you will need WINRAR to add the 33s000.chd and sf3usa.bin files to the rom itself
Big file yes now once you have finished downloading that simply drag it into sfiii3 in your MAME rom folder.Next download sf3usa.bin (AT bottom of page) and drag it into the sfiii3 rom also. Now that the file is in we are ready to play! Now you have all the files needed to play.( i dont know why mame needs 33s000.chd when nebula doesn't). Anywhom, to test if it works just go open up the Mame emulator go to Options-directories- set your MAme rom directory (Where the rom itself is located) and it will do a game search. If everything is in there it should detect street fighter 3 usa.

Japan No Cd bios instructions: The file download comes with the NO cd files for all the other games (jo jo warzard yea) simply extract all the files into the ROM folder around your ORIGINAL sf3 ROM. its SIMPLe just extract the file download into your rom directory (DONT EXTRACT IT INTO A FOLDER EXTRACT ALL THE FILES into your rom directory) remember to make sure that your original sf3 rom is still inthere. GREAT now you can run SF3 WITHOUT REWRITING. Some of you might have this problem, WTF i extracted it but it wont detect?!?!?!?! All you have to do is go to your options-directories-DELETE YOUR DIRECTORY and then exit then go to options again -directories- set your Directory again and then it will SCAN again. go to availlable and you should see SF3 JAPAN AND SF3 USA (original one <<) Now you can host this on netlpay and remmebr to use the latest emulator from mame. I hope this helps and spread this out to your friends who haven't read this just make sure you get that file to run japan no cd.
GETTING NETPLAY IN TO MAME:
All it needs is kailleraclient.dll to get this is very easy. IF you have winkawaks simply copy kailleraclient.dll and put it in the entire mame folder (DONT PUT IT IN THE KAILLERA FOLDER although it says KAILLERA its not suppose to be there) Put it in the entire folder outisde of all the files. If you dont have winkawaks then go back to your old mame (if you have) and just copy the kailleraclient.dll and move it into your new mame emu. IF not you can download the one i attached at the bottom of this thread(its the one for Winkawaks WOrks fine). Now you have netplay, as you can see (i dont know if this is just me) the kaillera program will have black spots and the server tabs like recent,favorites,waiting games are INVIsible. THIs doesnt' mean they are gone they are still there just remember where they are. ALl the buttons on kaillera still work they just can't be seen.
VERY IMPORTANT: Before you go on netplay make sure your Mame knows the ROM DIRECTORY because if you dont set the rom directory then everytime you go on netplay you can't host any game. So just go to Options-Directories-Browse and the directory is inside the mame folder so just set it to that. Now you can host Street Fighter III Third strike Fight for the future on netplay!! your ready to play ONLINE now, remember the graphics are super screwy but i think they updated mame so cps3 might look a little better. But this guide basicly has what everybodys looking for the 33s000.chd file
F.A.Q
Q: I dont get it, i downloaded the japan version why wont it work?
A: ITs not the entire japan version , think of it as a little add on to the ORIGINAL rom that you should have. You can't just download it thinking you can run it you have to have the usa version.

A: I took a risk to download that dam thing and it turned out it works and please dont think that it has a keylogger or anything i spent just as much time as anybody else trying to find that file. ITS NOT A VIRUS

A: The only way i know people fixed this is by using mame version .117 and also because the japan no cd version wont work unless you have the real USA version. SO if your running the japan version make sure you got the USA. Japan bios only works if the USA Rom is in there.
Q: Are the nebula and mame sfiii3 roms different
A: Nope they are exactly the same and both use the same exact rom.

A: Mame needs sf33usa.bin and 33s000.chd so if you dont have sf33usa.bin download the upload i put below.
Q: WTf man i can't do specials consistently wtffsssss???
A: all i know is that my friends wireless keyboard lags and he can't do specials consistently.

right i got second impact and 3rd strike, the roms loaded up but I just got this japanese screen with sfIII logo in the background, what do i do here? i pressed all the keys.

That's the CD loading screen, or will be eventually, once you press the start or LP button, if I remember correctly. The game is emulated so that it has to load, just like in the original arcade version. It will take a long time, but once you wait the first time, you won't have to wait again, as long as you leave the NVRAM file alone after you ESC out of MAME.

Yeh, i saved that file and i put it in the roms file leaving it zipped but it still wont work. im using the mame32 version >< and its still saying sfiii3 : sfiii3_usa.29f400.u2 (524288 bytes) - NOT FOUND

u did add it to sfiii3.zip? because it won't read the single file on its own simply extra the file and drag it into the sfii3.zip and it'll add the file then u can play

does the file add to the archive so it goes inside or does it say error can't drag in or the game wont run it cause even though you put it in it still doesn't detect it. i put up new links so i suggest you download that sf33usa.bin and regular rom from romnation it shoudl be perfect.

OK, I've been struggling with trying to get the CPSIII emulator running for quite awhile, and I'm at my wit's end with it. I've tried everything, with the directories, removing the semicolon, all that, at first I thought it was a problem with my Red Earth ROM, but I get the same message in the image below with SF III Giant Attack, also. This emulator is supposed to run the games faster than MAME, I'm looking forward to getting it running. Thanks for any help in advance.
~EDIT~ Well, I fixed that problem by taking out the CHD file, and the emulator almost recognized the game, and then I get this message--
Unable to find appropriate zbuffer format
Unable to initialize video subsystem
What, am I supposed to have a $2000 computer to run this goddamned emulator??
